Three celebrated service [link widoczny dla zalogowanych] from Beijing, Dalian and Xian recently signed an investment agreement with TEDA, the kernel part of the TNCD.
The three companies are Dalian Hi-Think Computer Technology Co., Ltd.,[link widoczny dla zalogowanych], Beijing Beyondsoft Group and CompuPacific International (CPI) of Xi'an,[link widoczny dla zalogowanych], all of which are leaders in China's service outsourcing sector.
According to the investment agreement, Dalian Hi-Think Computer Technology Co., Ltd. will set up a software development center in the TNCD. Employing 2,000 people in the future five years, the new center will follow the one in Dalian and become the company’s second largest development center. With their total investment over 40 million yuan, Beijing Beyondsoft Group and CPI of Xi’an will also base their service outsourcing business in the TNCD.
Mr. Pi Qiansheng, Chairman of the Administrative Commission of the TNCD said that at present the global direct investment has moved its focus from the manufacturing sector to the service outsourcing sector. After being included into China's national development plan, the TNCD faces new development opportunities. In order to optimize its industrial structure and promote its industrial upgrading, the TNCD has made the strategic choice of developing the modern service sector,[link widoczny dla zalogowanych], in addition to the modern manufacturing sector.
Moreover,[link widoczny dla zalogowanych], the TNCD will offer financial support to service [link widoczny dla zalogowanych]. In addition to the yearly 50-million yuan incentive given by the Tianjin Municipal Government, the TNCD will render an over 50-million yuan incentive each year.
At present a relatively good foundation has been laid for the service outsourcing sector, including software and service outsourcing, information safety, IC design, information application,[link widoczny dla zalogowanych], etc. At the end of 2006 over 100 companies in TEDA engaged in software development and services. In the same year their total software revenue amounted to about 700 million yuan and their export value of software and services exceeded five million dollars.
